Obtaining and retaining land-based subsidies has become a priority for farmers. Due to increasingly complex regulations, subsidies have become an indispensable source of income, although production is not always profitable. With the weakening of the forint, this has become even more significant in agricultural revenues. Farmers and landowners need to consider coordinating production and subsidy applications and linking subsidies. In our research, we examined applications for forage legumes subsidies by place of residence/registered office, between private and non-private applicants. We classified farms into size categories to determine resource use, which also highlights land concentration. We used regional inequality indicators to support our findings that the distribution of subsidies remains concentrated, especially in favor of larger farms. Correlation analyses highlighted the close links between private and non-private applicants, which can be explained by the role of livestock farms. Based on our study, it can be concluded that the subsidy system needs to be fine-tuned: stricter controls on larger farms, strengthening smaller farms, more targeted coordination of legal titles with animal husbandry, and the introduction of differentiated regulatory instruments to reduce regional inequalities.
