Different programmes prepared for land development until the end of the 1980’s were funded separately from agricultural, educational, cultural, health, infrastructural and enterprise development budgets. In the 1990’s the importance of land development was recognised including the environmental, economic, social and cultural dimensions of countryside regions. New innovative methods of development were elaborated involving local communities in searching for suitable approaches. In addition to market control land development played a strengthened role in the agricultural policies of the European Union. The LEADER program implements land development by integrated programming of local initiations. In 2006 Hungary has also began to implement the AVOP LEADER+ measures.
