Some experiences of examining AVOP applications

In the first phase of AVOP (2004-2006) the total grant amounts available each year is 23.3%, 33.3%, and 43.4%. Some of the experiences gained in examining the achievement of targets, show a favourable tendency in comparison to the previous situation (SAPARD).
The majority of the priorities (measures) formulated in the AVOP targets made it possible to resubmit applications rejected under SAPARD due to lack of funds. The call for applications for these measures and the practice of the adjudication process differed significantly from the aforementioned pre-accession programme. This is apparent in a significantly large number of the sub-measures, which enriched the choice of specialist fields for development, but dissipated the available funds. The renewal in mid-2004, of the institutional and organisational system of assessing funding requirements, laid the foundations for the decision-making process.
Steadfast attention to the earmarked funds available for support resulted in the occasional suspension of a measure and the establishment or repeated announcement of a deadline. Alongside the repeated modification of application criteria, this lead to dissatisfaction within the circle of applicants.
