Consistency analysis of national strategies in view of biodiversity

In recent decades, the preservation of biological diversity has become a high priority is-sue both on national and international levels. With regards to the European Union, the EU biodiversity strategy to 2020 could play an essential role in biodiversity conservation. It defines six priority targets and highlights the importance of the maintenance of ecosys-tem services. This paper applies consistency analysis to assess the relevance of EU biodi-versity strategy targets with five Hungarian national strategies, namely the National Tourism Development Strategy 2005–2013, the National Sustainable Development Strategy (2007), the National Climate Change Strategy 2008-2025, the National Energy Strategy to 2030 and the National Rural Development Strategy (2012-2020). On the ba-sis of the results, we have proposed points of development for the strategies, considering the long-term needs of biodiversity, in accordance with sustainable development. The fi-nal results show a high consistency among the analyzed targets. However, we highlight that there are possibilities for the development of these targets and that the implementa-tion of the strategies is essential for their success.
