Dilemmas of the European and the Domestic Rural Development

Attention and will to the rural areas were present at the level of politics, yet the current principles, strategic objectives of rural development and the system of tools assigned to achieve the objectives are weak enough to increase, realize rural well-being and the quality of life of the people living in the countryside (and not only the farmers). To achieve this, I recommend that the development of agriculture and the development of the rural areas be separated, and that the latter be much more harmonized with policies such as education policy, social policy, and employment policy. Development resources and subsidies require much closer coordination, but in such a way that the principles of community-led integrated rural development, the importance and will of the local level, a population capable of accepting social innovation, strong civil organizations and strong human capital prevail. This requires an institutional system, development and action plans that strengthen the local level and harmonize with regional, national and EU plans.
