Protected animals?

Animal protection has played an elevated role in general animal husbandry and in criminal law since 1998. Parliament’s XXVIII. Law of 1998 dealing with animal protection and care, attempts to define behaviours, which it wishes to sanction, unfortunately – based on experience – the instruments of criminal law have neither deterrent nor restraining effects. A further shortcoming of the law is that, in many respects, it does not address the fate of the animals; it does not determine in an itemised manner those behaviours, which may cause suffering to animals (for example, what constitutes suitable living conditions).
