Experiences in the transformation of agriculture in Rumania with special reference to the EU-integration

The anticipated EU-integration of Rumania in 2007 is a severe challenge for the agricultural production. Up to this date, there are many endeavours to be settled in the agriculture of Rumania, i.e. setting right the ownership relations, functional markets of agricultural products, observation of sanitary prescriptions in plant and animal products. The actors of the branch have to be prepared to introduce the „new, general reform”, which has been passed as CAP in June 2003. Rumania had a late and limited access to the means of SAPARD to prepare its joining to the EU because the establishment and accreditation of SAPARD agencies ensued in July, 2002, only (2002/638/EC resolution). The last ten years of Rumania experienced the reduction of agricultural production, drastic decrease of animal stocks, unsettled ownerships, unsolved relations in the financement of agriculture, deficiency and lacks in the chain of integration, a low number of farms producing real commodities, a complete delivery of the producer to the broker, a lack in enforcement of interests, rural unemployment. All those problems urge a strategic development, dramatically, which presumes a joint effort of the interested parties and of the government.
