In the absence of exchange in the market, researchers into economic aspects of farming place a high emphasis on quantifying externalities to the maximum extent possible. This is because all of society’s costs and benefits need to be considered to assess agricultural policy at any time – as finding agricultural policy tools to resolve expectations from liberalised commerce and the optimal output of non-product goods is becoming more and more important. From the aspect of such double expectation, separation of land ownership and land use is unfavourable.
